ACTUAL BEHAVIOR

Budget fails for User conversion rate on Requisition
The budget is failing on the requisition where the currency selected is a foreign currency and the conversion rate tpye is selected as USER type.
And on the control budget setup, there is no option to select User conversion rate as a option.
