Fusion Global Payroll - Using The Same Bank For Two Employee Records- This bank account is used in Payroll. You can't modify the bank account (Doc ID 2796672.1)

Symptoms

On : 11.13.21.04.0 version, Global Payroll

An employee was hired as of 26/06/20 and terminated on 26/02/21.
Afterwards, another employee record was created, for the same person, with a hire date - 26/04/21 and is still active in the system
Attempting to re-add the same bank account, to use in the Personal Payment Method (PPM) for the 2nd person number, an error is encountered:

This bank account is used in Payroll. You can't modify the bank account. You can inactivate the bank account and create a new bank account.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee hire and terminated.
2. As of a later date, create another employee record, for the same person
3. Attempt to add a PPM for the 2nd employee, using the same bank account
