Downline Leg Is Unallocated When Upline Leg Is Unassigned (Doc ID 2796999.1)

Symptoms

In a multileg order, it is allowed to withdraw the tender and unassign first leg, even when second leg shipment is already in transit/delivered.
Also, when the first leg is unassigned, second leg gets unallocated i.e. the status of second leg shipment changes from ALLOCATION_SHIPMENT_ALLOCATED to ALLOCATION_SHIPMENT_NOT_ALLOCATED.
