Symptoms

On : 11.13.21.04.0 version, US Payroll

ACTUAL BEHAVIOR
---------------
Local tax that is not computing correctly
Employee needs to have Elyria Twp/City of Elyria JEDD attached to his pay. He is on a salary override for this purpose.

City taxable wages are computed by taking gross pay less cafeteria plan benefits. For the Elyria Twp/City of Elyria JEDD taxable wage, the system is also subtracting his OPERS retirement before calculating the tax.

Employee's tax rate is .0225.
His gross pay is $3,818.77. His medical deduction is $75.82. His OPERS retirement is $381.88.
His city tax is $75.62. It should be $84.22.

EXPECTED BEHAVIOR
-----------------------
His gross pay is $3,818.77. His medical deduction is $75.82. His OPERS retirement is $381.88.
His city tax is $75.62. It should be $84.22.

$3,818.77-75.87-381.88 = $3,361.02 x .0225 =$75.62
This is not correct, the 381.88 for retirement should not be deducted.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Calculate payroll for specific employee
2. Local tax for Elyria Twp/City of Elyria is not computed correctly.
