On : 11.13.21.04.0 version, Data Collection

Uploading external forecast with Project and Task is completing with error

ERROR
-----------------------
The combination of values of the attributes Project and Task is invalid.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Fill out ScpExternalForecastImportTemplate including Project and Task
2. Create .csv / .zip
3. Upload .zip file
4. Monitor process IDs
5. Parent Collection Job Set completes successfully, but Load Entity ends in Warning
