OCCS is Sending Unexpected Void Requests to 3DS Payment Processors After the Payment was Declined (Doc ID 2797658.1)

Symptoms

ISSUE STATEMENT

When a Payment Decline Response is sent to /payment/genericCardResponses API from a 3DS Payment Processor, a void request is being issued from OCCS. 

EXPECTED BEHAVIOR
-----------------------
When the payment is marked as declined, a void request should not be sent.

STEPS
-----------------------
1. Checkout using 3DS Payment Gateway from the Payment Options at the Checkout page.
2. Payment was successfully canceled by the user at the 3DS payment page. A Decline response will be sent to genericCardResponses API. 
3. A VOID Request is fired from the OCCS to the Payment Processor.
