After Uploading the Zip Data File to File Import and Export, In the Import UI, the Import File Name List is Empty (Doc ID 2797821.1)

Symptoms

After uploading the zip file to the UCM server, user is not able to see any file in the list of values ( LOV ) for the [ Import File Name ] to submit for import.

This is happening for :
    Import Participant Goals   ( Account = ic/incentiveCompensationParticipantGoal/import  )
    Import and Update Participant Details  ( Account = ic/incentiveCompensationParticipant/import  )
    Incentive Compensation Transaction Import ( Account = ic/incentiveCompensationtransaction/import  )


STEPS
1. Upload the zip file to Navigator > Tools > File Import and Export
    Account = ic/incentiveCompensationParticipantGoal/import
    File Name = IcGoalImport.zip
2. Navigate to Participant Assignments > Import Participant Goals
    The List of Value for the file is empty

This was working before the latest quarterly update.
