AP Reviewer Dropdown Is Not Showing All Available Users

Symptoms
The supplier options screen Retail Invoice Matching (ReIM), you observe the drop down for AP Reviewer is limited to 13 end-users with access to ReIM
Expect to see the full list of users that have access to ReIM.
The issue can be reproduced at will with the following steps:
1) Ensure there are more than 13 users with access to ReIM.
2) Login to ReIM.
3) Create Supplier Options (Tasks > Foundation > Supplier Options).
4) Click on the "AP Reviewer" LOV.
