Symptoms
Approver A sent a Supplier Registration Approval request back to the user for more information, yet Approver B is still allowed to approve the request.
STEPS TO REPRODUCE
-------------------------
The issue can be reproduced at will with the following steps:
1. Approver A and B both receive a Supplier Registration Approval Request
2. Approver A sends it back for more information
3. Approver B can approve the request even though it is pending additional information
