Oracle Fusion Recruiting Cloud: License or Certificate Field Does Not Allow Custom Values (Doc ID 2798646.1)

Problem Description:

The License or Certificate field does not allow for candidates to add a custom value when the value is not available.

The School field does allow custom values that are not defined in the lists.

Both are configured as Item Value Set.
