Symptoms

The following feature is provided to create a new sandbox automatically when user clicks on HCM Experience Design Studio: https://www.oracle.com/webfolder/technetwork/tutorials/tutorial/cloud/r13/wn/hcmcommon/releases/21B/21B-hcm-common-wn.htm#F1705

However, when users login, go to My Client Groups -> Quick Actions -> HCM Experience Design Studio, the following message is prompted with a "Continue" button below said message:
