The notifications for any transaction are blank.

The issue is due to no data in the HRC_TXN_DATA.DATA_CACHE in the BIP Data Model.

According to the following document, the HRC_TXN_DATA.DATA_CACHE column is not being deprecated until 21C and this is happening in 21B.

In Fusion Cloud Applications Update 21C, Oracle will deprecate a column in a table in the BIP Data Models (HRC_TXN_DATA.DATA_CACHE). Starting in Update 20C, a replacement column has been created (HRC_TXN_HEADER.XML_DATA_CACHE).

To take advantage of the performance gains by using the new column in BIP notifications and customer reports, we encourage you to replace the deprecated column in your reports.
