Symptoms
When a Cloud Administrator attempts to create a new Partner User (non-owner company user)(username=USER1) in "Company1" and assign the Unifier environment application access to the user, the error below is generated.

STEPS

The issue can be reproduced at will with the following steps:
- Cloud Administrator Logs into Primavera Administration.
- Creates new user "USER1" in Partner company "Company1", with Unifier <Environment> Application Access.
- The error above is displayed in Primavera Administration Notifications.
