Schedule Allocations Is Failing When Release Date In ALC_ITEM_LOC Is In The Past

Symptoms
When the schedule allocations batch is running after the initial created day it's failing will the following error:
Manually updating the release date in the ALC_ITEM_LOC table and running the batch the child allocations are created successfully.
Steps To Recreate :
1. Create a schedule allocation to run for a everyday for a week.
2. After saving please note the RELEASE_DATE on the ALC_ITEM_LOC table it should be equal to VDATE.
3. Move VDATE to the future where the RELEASE_DATE should be less then the VDATE.
4. Run the ALC_SCHEDULE_JOB and notice that it fails with error.
