'Insufficient privileges to create item' Error when Attempting to Create Asset via Rest API (Doc ID 2799409.1)

Symptoms

Using the Rest API Content Management endpoint /content/management/api/v1.1/items/, the customer is seeing the following error in Postman when attempting to create the asset item:

 "detail": "Insufficient privileges to create item.",
  "type": "http://www.w3.org/Protocols/rfc2616/rfc2616-sec10.html#sec10.5.1",
  "title": "Item create failed",
  "status": 403
