SHIP_TO_PARTY_SITE_CITY_CODE TAG Is Not Getting Populated (Doc ID 2799554.1)

Symptoms

Run the FDG Process Send Fiscal Document to Tax Authority, the XML generated does not have tags <SHIP_TO_PARTY_SITE_CITY_CODE> and <BILL_TO_PARTY_SITE_CITY_CODE> populated.

This happens only for customers that were uploaded via FBDI. For customers generated manually on Oracle Cloud, the information is correctly populated in the XML generated by the FDG.
