"Account creation failed" and "Execution of GET REST API call on Fusion Apps failed" in Fusion Apps on IDCS (Doc ID 2799807.1)

User created in ERP Fusion Application not getting sync'ed or created in IDCS and receive the following error:

   Account creation failed.


When checking the Fusion App application configuration in IDCS, under Provisioning, click on the "Test Connectivity" and receive the following error:


Cannot connect to the target managed app and the cause of the error is Execution of GET REST API call on Fusion Apps failed.
