Unifier Viewer Does Not Allow Users With View Access, Viewer Does Not Open the File

On Unifier : Version 20.12.1
When the user's Preferences has the Default Viewer set to 'Unifier Viewer' and they have View permission set on a document/file in Unifier:
The Unifier Viewer should be launched and the document/file should open so that its contents can be seen.
The Unifier Viewer is launched, however the document/file fails to load, the Name of the file and the file contents are not seen.
The issue can be worked around by giving the user Full Access - however this is not desirable as it allows them to download the file.
