Submit Offline Transactions Process Does Not Select Available Settlements For Processing (Doc ID 2800717.1)

Symptoms

Submit Offline Transactions (SOT) does not select available/open payments ready for settlement. 

EXPECTED BEHAVIOR
-----------------------
Expect SOT to select open settlement records and process settlements through Cybersource.

Select count(*) from iby_trxn_summaries_all
Where trxntypeid = 8 and status = 11 returns several open records waiting settlement. Yet these are not selected.

The issue can be reproduced at will with the following steps:
Run Submit Offline Transactions ESS job

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot settle receivables credit card transactions
