Symptoms
Submit Offline Transactions (SOT) does not select available/open payments ready for settlement.
EXPECTED BEHAVIOR

Expect SOT to select open settlement records and process settlements through Cybersource.
Select count(*) from iby_trxn_summaries_all
Where trxntypeid = 8 and status = 11 returns several open records waiting settlement. Yet these are not selected.

Run Submit Offline Transactions ESS job
