Credit Card Settlements Are Rejected By Cybersource (Doc ID 2801155.1)

Symptoms

Credit card settlements sent to cybersource are rejected. 
Submit Offline Transactions (SOT) process log shows following error:


oracle.apps.financials.payments.sharedSetup.transmissions.publicModel.util.HttpPostFunction::Done Basic Authentication
oracle.apps.financials.payments.shared.util.publicEntity.common.util.net.HttpUtil::seting SSL socket factory
oracle.apps.financials.payments.sharedSetup.transmissions.publicModel.util.HttpPostFunction::After Config
oracle.apps.financials.payments.sharedSetup.transmissions.publicModel.util.HttpPostFunction::HTTP ResponseCode: 500
oracle.apps.financials.payments.sharedSetup.transmissions.publicModel.util.HttpPostFunction::IO Error: java.io.IOException: Server returned HTTP response code: 500 for URL: https://ics2wstest.ic3.com/commerce/1.x/transactionProcessor
oracle.apps.financials.payments.shared.util.publicModel.common.util.CodePoint::java.lang.reflect.InvocationTargetException
