Symptoms
On : 11.13.21.04.0 version, Process Payables Payments
When attempting to format and transmit payment file to bank, the following error occurs.

oracle.apps.financials.payments.shared.util.publicEntity.common.util.security.PGPCryptoUtil::org.bouncycastle.openpgp.PGPException: checksum mismatch at 0 of 20
Exception during transmission.
oracle.apps.fnd.applcore.messages.ApplcoreException: JBO-IBY:::IBY_CRYPTO_NOT_SUPPORTED: IBY-825372Encryption or decryption failed because the requested cryptographic functionality isn't supported.

STEPS

The issue can be reproduced at will with the following steps:
1. Submit Payment Process Request to generate and transmit a payment file to bank
2. Payment process ends in an error
3. See error reported in Transmit ESS log
