ACTUAL BEHAVIOR

Grouped Construction-in-Progress flag is set to No for Capitalizable transactions
There are expenditure items which are having "Grouped Construction-in-Progress" set to "No".

Due to this, event though the transactions are capitalizable, they are not getting processed.
This was observed a few months back and Oracle Support suggested the below workaround. In this case we can’t reverse the transactions as it’s coming from Inventory.

1. Identify the transactions that are not capitalizing correctly and need to be reversed.
2. Reverse the transactions.
3. Update the Transaction Source to create accounting for adjustments.
4. Create new transactions for the transactions identified in step 1 above.

The user need to understand why this flag Capitalizable is set to "No" and why they are not getting capitalized.

EXPECTED BEHAVIOR

The expenditure items should be having "Grouped Construction-in-Progress" set to "Yes" and so they getting processed.

STEPS

The issue can be reproduced at will with the following steps:
1.Create transactions for Capitalize Assets And Interest - are not processed
