[IMPL FIN] Note Able To Load Tokens At Customer Account Level For Automatic Credit Card Testing (Doc ID 2803104.1)

Symptoms

Customer is trying to Load Credit cards using "Import Legacy Credit Cards" tokens but Note able to load Tokens. Getting below error.

Issue#1 Error: ORIG_SYS_REF=0011W00002Q1C72QAF STATUS=DUPLICATE_REQUEST
Issue#2 Customer has one Credit card loaded already and in Next load they are trying to load another tokens on same account reference and getting error DUPLICATE_REQUEST
