Error "Error 401 Unauthorized" When Running a Request Using Primavera Data Services (Doc ID 2803342.1)

Symptoms

When attempting to run a Primavera Data Service (PDS) request against P6 or Unifier, the following error occurs.

ERROR

Error 401--Unauthorized

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run a PDS request like the following:
https://<host>/sync/rest-service/dataservice/metadata/tables?configCode=ds_p6adminuser

2. Add Basic Authorization to the request for a user that has been granted Primavera Data Service access in the Primavera Administration tool
