Goal
Why Cancel at the PO Line Cannot Be Cancelled but Can Cancel Whole PO for Closed Budget Period?
If the budget period closed for control budget.
1. Cancel the whole PO. ---> Purchase Order shows Status = Canceled and Funds Status = Failed
2. Cancel at the PO line. ---> The system reject. System does not allow cancellation and not change its status to 'Canceled'.
