Symptoms
The OCI user is Federated user in IDCS.
The OCI user belongs to a network admin group. As an example for this document, the group name is "NetworkAdming".
The user logs in successfully to OCI and when creating Load Balancer, the user clicks on "Create Load Balancer", select Load Balance Type as "Load Balancer" and receive the following error:
"An unexpected error occurred. An empty error body with no stack trace may indicate a memory leak and/or the browser was unable to make the API call."
The same user can create Load Balancer Type as "Network Load Balancer", but not Load Balancer Type as "Load Balancer".
Any other user that has OCI Admin privileges does not have this problem.
Collected HAR file and noticed the following Response when the error occurs:
Response: 404 Not Found
{ "code": "NotAuthorizedOrNotFound", "message": "Authorization failed or requested resource not found." }
This is not an issue with the browser, as seen in similar error reported in MOS Doc ID 2735927.1
