Calling Clearance Induction ReST Creates Empty Price Groups (Doc ID 2804101.1)

When calling the Clearance Induction ReST service, you get the correct response. However, it creates empty PRICE GROUPS in RPM.

Steps to Reproduce

1. Use Clearance Induction REST service to upload a payload.
2. Check that you got an error response (due to the percentage being above 100)
3. In RPM, confirm that an empty PRICE GROUP still got created
4. Verify that the Clearances screen becomes extremely slow and Price Changes screens start throwing errors (in any price change or clearance)
