Setting up related value set in GL. Some value set relations get automatically reversed.

Using the related value sets functionality to set up relations between segments of chart of accounts. For example, need segments 2, 6, 8 and 9 to be dependent of segment 1.

This works fine for:
S1 > S2
S1 > S8
S1 > S9
After saving, the 'Edit Value Set Relationship pages' correctly shows S1 as the 'Value Set Code' and S2, S8 and S9 as the 'Related Value Set Code'.

But after creating the S1 > S6 relation, the 'Edit Value Set Relationship page' incorrectly shows S6 as the 'Value Set Code' and S1 as the 'Related Value Set Code'. The same problem occurs when user set up S5 as a related value set.

Please explain why this is happening?
