Symptoms

ACTUAL BEHAVIOR

Upon Move to HR action, the Recruiter receives an error message and the offer remains in 'Error during processing'

EXPECTED BEHAVIOR
---------------------------
Move to HR should not return any errors

ERROR
---------------------------
The candidate ... was moved to HR. There was a processing problem that HR will resolve. You can open the candidate's offer to see any errors.

STEPS
---------------------------
1. Create an offer using one of the payroll types.
2. Move candidate to HR
3. error is returned
