Symptoms
On : 11.13.21.07.0 version, Partner (Vendor) Integration
ACTUAL BEHAVIOR
---------------
Job offer is already accepted by candidate, automatic pending worker is created, and converted to employee.
But, the Background verification with HireRight is not initiated automatically.
The requisition template and requisition have the hireright package defaulted.
EXPECTED BEHAVIOR

Expect the Background verification to be initiated automatically.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Job Offer created for candidate
2. Candidate accepts Offer
