Symptoms

VAT codes picking default values while publishing ItemCre message

1. Publish an ItemCre message from SOAP UI with VAT code tags
2. Validate the item message in VAT_ITEM

There are 2 records in VAT_ITEM table for the same active_date, vat_region, vat_code combination (one picked from VAT code tags passed in XitemCre message and other from VAT_DEPS table).
