When Importing MSP XML, the Import Action Completes, But No Project is Listed in the Workspace (Doc ID 2805897.1)

Symptoms

ACTUAL BEHAVIOR

When importing an MSP XML, the import action is marked as 'Completed', but no project appears in the workspace.

Following error may be seen in logs captured from Integration > Monitor logs (Specifically in: Update Destination > Primavera Cloud Project Exception):

Errors from Primavera Cloud
Calendar: xxx create -> error
Message: CALENDAR with ID xxx for action CREATE is failing with the error Calendars can be assigned to projects, resources/roles, or both. You must remove these assignments before you can change the Available To setting on the calendar. (PRM-006015006) (PRM-001003233)

EXPECTED BEHAVIOR

Expect import to be successful.

STEPS

The issue can be reproduced at will with the following steps:

1. Log into OPC.
2. Open workspace.
3. Import MSP XML.
