Legal entity should be available in LOV

The issue can be reproduced at will with the following steps:
1. Fill in parameters for DAS2
2. Legal entity parameter cannot be found.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot fill in DAS2 parameters
