Goal

Attributes BASE_COST, EXTENDED_BASE_COST and INCLUSIVE_COST held at item/supplier/country are not populated as part of the item creation process.
These attributes cannot be edited via UI / induction either.

Is this the expected behavior? In what circumstances are these attributes defined/updated? If RFM is not used, are these attributes relevant at all? If so, where?
