OTM Not Sending Tender Notification Logs Show "Discarding notification TENDER" (Doc ID 2807407.1)

Customer mentions that they are not able to send Tender notifications through email to the service providers. The mail server is working fine as a Test Mail was sent successfully via:

Business Process Automation--Process Management--Test Email

But the tender notifications are not being received by the Service provider

Upon checking the logs we see the following message:
