Symptoms

RMS_OBLIGATION_INQUIRY_DUTY is enabling "Create Obligation" menu option. Upon clicking on the task, below error occurs.

ADF_FACES-60097:For more information, please see the server's error log for an entry beginning with: ADF_FACES-60096:Server Exception during PPR, #9

Steps to Reproduce:
-------------------
1. Assign RMS_OBLIGATION_INQUIRY_DUTY to RMS_TEST_JOB.
2. Login to the RMS application and Navigate to "Import Management -> Import Financials".
3. Note "Create Obligation" task is enabled. Click on "Create Obligations". Note the above error occurs.
