Unable To Create Ground Schedule Due To Incorrect Date Validation (Doc ID 2807921.1)

Symptoms

 When attempting to Create the Ground schedule with Expiration date
the following error occurs.

ERROR
-----------------------
The expiration date cannot be earlier than the effective date

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate Operational Planning > Schedule Management > Ground Schedule
2. Create Ground schedule with Expiration date, Eg : Effective date is 23rd Aug 2021 and Expiration Date is 4th Sept 2021
3. Error Occurs "The expiration date cannot be earlier than the effective date"

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot able to put the Expiration dates where Date is less than the effective date
