Symptoms

The recently released fleet upgrade for 21.3.1 DBCS Agent / DBaaS Tools may have only updated the DBaaS Tools to the latest version on one node or a subset of nodes in some cases.

This could lead to problems for certain tooling operations that involve multiple nodes if there is a version mismatch.
