Lead quick actions in Workspace don't appear to honor user data security policy

Our user roles have view access to all leads except for those they own or are on the team. However, those users are able to convert, accept, qualify and reject leads that they don't own via Quick Actions in Workspace. What controls the Quick Actions data security?
