Symptoms

Actual Behavior:
BICC extract - FscmTopModelAM.PrcExtractAM.PonBiccExtractAM.NegotiationRespRequirementAndValuesPVO

Notice Primary Key columns are showing duplicate data
NegotiationHeaderAuctionHeaderId4,
RespReqtValuesRequirementValueId,
NegotiationSectionsSectionId and
NegotiationScoresScoreId2 are the primary key attributes
 

Expected Behavior
Expect the BICC Extract not to show duplicate Values

Steps
The issue can be reproduced at will with the following steps:
1. Provision Access to User to Run BICC Extract
2. Run BICC Extract
3. Notice Duplicates
