A billing transaction exception was created because one of the contract billing controls didn't have any funds available.
Message Detail The billing control for contract <contract number>, contract line 1, billing resource , from date <Date1>, and to date <Date2> didn't have any funds available to create a billing transaction.
STEPS
The issue can be reproduced at will with the following steps:
1. Run 'Generate revenue' process for a contract number
