"Embedded Code Utility" Fails To Open with ORA-06502: PL/SQL: Numeric Or Value Error

Symptoms
On : APEX 20.2+ version, Builder
When attempting to use the New Utility: "Embedded Code Utility"
the following error occurs.
ERROR
-----------------------
ORA-06502: PL/SQL: numeric or value error: character or number conversion erro
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to a specific workspace as administrator user
2. In APEX Builder select an application
3. Go to Utilities and click the " "Embedded Code " option
WHAT IS WORKING
------------------------
Same set of steps work fine if one log into other Workspace ( EBA) which has other pplications.
