Unable to delete assignment under Employment Person Management due to error ANC-3405131 (Doc ID 2809095.1)

Symptoms

On : 11.13.21.07.0 version, Global Human Resources

When trying to delete an assignment, we get an error ANC-3405131.
Issue specific to one Employee 110400545 who is in terminated state and plan is currently Inactive. When try to delete assignment under Employment - Person Management receiving
Error Message: The accrual process failed because the accrual period that you specified is not valid for the absence plan Vacation. (ANC-3405131).

Repeating period has not changed for plan. There is no plan left to end date because the person is not tagged to any. Unable to make adjustment since employee is terminated and plan is inactive. Customer doesn't want end date a plan that being used by hundreds of other people. They unable to run withdraw accrual ess job because the person is no longer tagged to an accrual after 8-13-2020. It doesn't make sense receiving error ANC-3405131 while deleting assignment under Employment.  There is no error shown in accrual process log.

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Employment > Person Management
2. Delete assignment
3. Notice system gives mentioned error
