You Cannot Create Analytics Cloud Gen1 Instance In Brazil Region (Doc ID 2809355.1)

Because of regional laws, you are not allowed to create and manage service instances and data outside Brazil region.

However, when you try to create an Analytics Cloud Instance, the option of "Brazil-Sao Paulo" region does not appear.

Below are options in the Region dropdown list:
