FA: SCM: OM: How To Substitute Item When Shipment Sets Are Used?

Users are not able to Substitute Items when ship sets are used.
The task - Substitute Item is disabled. Navigation: - Fulfillment View - Fulfillment Line Tab - Actions - Substitute Item.
This behavior is described in - Oracle Documentation, which states:To substitute an item that's part of a shipment set, you must remove the fulfillment line from the shipment set.
After removing the line from a ship set the user is able to substitute the item. However the user cannot add the line to the ship set.
This behavior is described in - Oracle Documentation, which states:
You can add an order line to a shipment set only when you add the line to the order. For example, you can't submit the order, revise the order, then add the line to the set.
