Symptoms

On : 11.13.21.07.0 version, Global Human Resources

You tried to Global Transfer an associate through Manage Job Offer and received an ADF_Faces error.

ERROR

ADF_FACES-60096:Server Exception during PPR, #2

ADFC-0619: Authorization check failed: '/WEB-INF/oracle/apps/hcm/employment/responsive/singleTransfer/ui/flow/SingleTransferContainerTF.xml#SingleTransferContainerTF' 'VIEW'.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Internal associate applied for a job internally with a different Legal Employer
2. Extend Job Offer using Global Transfer action
3. Navigate to Manage Job Offers and try to process
