Secure Global Desktop (SGD) not engaging

Secure Global Desktop (SGD) does not engage.
It keeps spinning, even after clearing cookies, cache, etc.
In Chrome, it flashes but it doesn't allow the user to click on Open.
In Edge, when clicking Open, it just keeps spinning.
After clicking "Primavera Virtual Desktop" from the Cloud Portal, the user is prompted to open or save start-sgd-client (1).sgd via Internet Explorer.
After clicking "Open", an IE Security [pop-up] appears with this message:
A website want to open web content using this program on your computer.
After clicking Allow, the user is taken back to the download page to open the file again. This is a never ending loop.
A box should show in any browser to request allowance for SGD to connect to the server.
The user should be able to click yes to access PVD.
