Cannot Modify The Details Layout Of Any Object

Symptoms
The details page layouts for any of the objects cannot be modified from Application Composer.
User is unable to modify the detail pages for all entities, it always remains in the subtab creation tab and does not let select any other.

No error is displayed
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator > Application Composer > Opportunity > Pages > edit any custom layout
