100% Discount Is Not Working When Using Base Rate And Master Rate Setup (Doc ID 2810397.1)

Symptoms

When using LTL Base and Rate Master with a discount of 100%, when the shipment is built, the discount value is coming as 0.

When using a discount value different than 100%, the discount is calculated as expected.
