APEX Data Workshop Throws "ORA-01031: Insufficient Privileges" Error (Doc ID 2811012.1)

Goal


The APEX tool provides Utilities tool apart from SQL Command too. The Utilities tool has a Data Workshop link which facilitates the user to upload data from the CSV or Spreadsheets or JSON files. Now, when the user tries to upload a CSV file using the Data Workshop, the user sees the ORA-01031 error.  How to give the user the privileges to load the data using spreadsheets from the Data Workshop?
